How it all began

The NYC Youth Agenda was first launched in 2021 as a collaborative effort among the Intergenerational Change Initiative (ICI), Citizens’ Committee for Children (CCC), Department of Youth and Community Development (DYCD), and YVote. Through surveys, town halls, and focus groups, thousands of NYC youth identified their top concerns and co-developed policy recommendations to inform a newly elected city leadership.

Building on this momentum, the founding partners created the NYC Youth Agenda Steering Committee in 2022.  From 2022-2024 our coalition combined forces to:

  • Advance policy recommendations from past Youth Agendas

  • Analyze new youth-generated data to surface evolving priorities

  • Convene youth and adult allies to influence public systems

Grow a network of youth coalitions through data sharing, outreach, and events such as Winter DataLand and Policy Events.

Where it is now

The Intergenerational Change Initiative (ICI) currently coordinates the NYC Youth Agenda, a coalition that includes our legacy member organizations, the Office of Neighborhood Safety (ONS) Youth Council, the Working the Gap Initiative (WTG), and the NYC Department of Health’s Youth Committee on Mental Health. Together, our youth and adult allies are building a united front—one that insists New York City not only hear its young people, but learn from them and legislate with them.

Our work now operates on a four-year cycle aligned with the city’s mayoral term. This structure ensures continuity, transparency, and accountability across administrations and strengthens our core goal: for NYC to treat young people as co-creators of systems change.

We are in a critical phase of reflection, advocacy, and increased accountability. We are proud of the groundwork we've laid and the progress emerging from our recommendations, but we remain clear-eyed about the ongoing gaps. Many urgent priorities are still unmet, and too often, youth presence in decision-making spaces remains symbolic instead of systemic.

Today, the NYC Youth Agenda convenes youth researchers, advocates, and strategists to generate data, analysis, and actionable recommendations that advance equity, wellbeing, and opportunity for all young people. We are a generation rooted in data, driven by equity, and ready to lead—and we invite all New Yorkers to join us in making this city a safer, more just, and equitable home for every young person.
