Year one – Research and Policy Development
-Conduct citywide data collection via the YAY survey and qualitative research.
-Partner with 30–50 youth organizations to co-design policy recommendations.
-Publish the Youth Policy Agenda and Young People’s Budget, outlining actionable solutions and funding pathways.
-Build strategic relationships with city agencies, elected officials, and philanthropic partners.
Year three – Implementation Accountability
-Launch youth-led monitoring and “People’s Audit” teams to track policy progress.
-Publish a Accountable to Youth Report assessing implementation success and barriers.
-Host public hearings and forums to promote transparency and civic learning.
Year two – coalition building policy and prototyping
-Convene diverse stakeholders (public, private, philanthropic) to co-invest in youth priorities.
-Pilot key policy recommendations and community prototypes.
-Use ongoing data collection to refine policy ideas and ensure they remain grounded in lived experience.
Year four – Reflection, renewal, and future planning
-Conduct a comprehensive “Year of Accountability” assessment.
-Revise recommendations and identify emerging priorities.
-Publish the next NYC Youth Agenda Report, setting the stage for the following four-year cycle.
